Similar to using calculator in the Philippines, I think it's okay to use book in exams.
If we use it, the exams will be too easy.
But the other day, we used our book in an exam and some students said it was also difficult.
So that = I believe it would be okay for math exam.
(Not for the other subjects like science.
Those subjects' exam's answers are all in the books.
Everyone will get a perfect score if that ever happens!!!)
