  I don't think that the government need to focus on adults education. Most of the countries set the primary education as mandatory, and they support some of the tuitions for the necessary courses. But, in the case of adults, as they already learned the fairly basic subjects through primary schools, the government don't need to focus their education. They can pick up some courses whatever they want, and they can pay for it by themselves.
